HRS4R Process at the University of Banja Luka
The University of Banja Luka is committed to promoting excellence in research and creating a stimulating, transparent, and supportive environment for researchers. In line with these objectives, the University has participated in the Human Resources Strategy for Researchers (HRS4R) process, an initiative of the European Commission designed to align institutional practices with the principles of the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers.
The HRS4R process supports the continuous improvement of human resource management in research institutions by implementing transparent recruitment procedures, promoting ethical research practices, providing career development opportunities, and ensuring favorable working conditions for researchers at all career stages.
As part of the HRS4R framework, the University of Banja Luka conducts a comprehensive assessment of its existing policies and practices, identifies areas for improvement, and develops an Action Plan to address identified gaps. The implementation of these measures is monitored regularly through internal reviews and external evaluations in accordance with European Commission requirements.
The University's participation in the HRS4R process demonstrates its commitment to:
- Enhancing the quality and attractiveness of research careers;
- Promoting open, transparent, and merit-based recruitment (OTM-R);
- Supporting professional development and mobility of researchers;
- Ensuring equal opportunities, diversity, and inclusion;
- Strengthening research integrity and ethical standards;
- Improving institutional support services for research activities.
Through the successful implementation of HRS4R principles, the University of Banja Luka seeks to further integrate into the European Research Area (ERA), increase its international competitiveness, and provide an environment in which researchers can achieve their full potential.
